Who'll get Muhyiddin's RM5 billion project?

Updated: Slow penetration still an issue, how?

The jostling and elbowing among the usual suspects begin in earnest but ... 


Post-Najib's visit to Silicon Valley, the race for this massive deal is intensifying. The talk is that Francis Yeoh's YTL, which won the RM9 billion Bestari project, is still leading the pack, followed closely by Syed Mokhtar AlBukhary's Puncak Semangat. Trustwell Sdn Bhd, a well-connected outfit, is also in the running. But the dark horse that's making everyone look over their shoulders is Bitara Induk Sdn Bhd. Modest track record compared with the rest, but these guys did pip past YTL in a considerably smaller (about RM300 million) but no less significant government project recently.  
Both the PMO and the DPM's office must expect talk that some close aides are trying to get their fingers in this pie. Biasalah? Well, perhaps it is still the hunting season for aides. But just remember, it's been proven that not all the talk in blogosphere about some of the aides has been crap. 
I'm all for equipping our students and teachers with laptops or tablets but let's learn from recent past lessons. If we don't, a good thing like this could become a Bang Din's biggest bane.

  1. Another round similar to MCMC notebook 1Malaysia are on the making.
    Just break for each state to award to say 10 companies (13 state x 10 = 130 companies)
    And then appoint 13 co for each state maint.
    Anyhow the HARDWARE provider r all from the STD or Cloned brand which r all from out off Malaysia.

    what about launching our OWN laptop industry? i mean, get a few bumiputeras, do one factory or factories, then make laptops?

    i dont know about this 5bil projects but i imagine they will be given contracts to BUY other makes and maybe responsible for the warranty servicing so on so forth

    why not start a new laptop producing line? after all these laptops may need replacing within 2-3 years (new specifications) and that should guarantee line of production

    and then try market to public. very sure many are willing to buy malaysian products phone/ laptop/ etc etc. quality must be top notch.

    this is what we should do. it isnt simply about making laptops, instead this is about starting an industry.

    Inilah orang-orang yang tak sedar mereka akan mati bila-bila masa, seolah-oleh akan hidup seribu tahun. Kaut semasa boleh dan enjoy kekayaan didunia ini secukup-cukupya.

    Bila dah lanjut usia barulah sibuk nak jadi AJK masjid, konon-konon boleh menebuis segalka dosa semsa masih muda dan badan sihat walfafiat.

    Dengan kekayaan yang kita ada, sekiranya diagih samarata, mustahil ada lagi orang miskin dan merempat.

    Ada yang terjadi, yang kaya semakin bertambah kaya sedangkan yang miskin terus merempat.

    Bila sampai masanya nanti, jawablah sendiri.

    .. I disagree with this project. Why should the tax payers pay for rich kids laptops or tablets? So ridiculous!

    I'm ok if poor kids were helped to increase their exposure to internet etc. This is where schools' makmal computer should be properly equipped and maintained.

    Kenapalah Menteri sekarang ni suka sangat membazir duit with all these hare-brained schemes? Bila computer rosak nanti siapa pulak yang nak tanggung?

    I hope Tun M will say "Saya tak setuju dengan projek computer ni".. only then I think the scheme can be scrapped!

    Three contractors are bidding to fix a broken fence at the PM's residence. One is from MIC , another is from MCA , and the third is from UMNO.


    All three go with a PM's House-official to examine the fence. The MIC contractor takes out a tape measure and does some measuring, then works some figures with a pencil. "Well," he says, "I figure the job will run about $900: $400 for materials, $400 for my crew and $100 profit for me."

    The MCA contractor also does some measuring and figuring, then says, "I can do this job for $700: $300 for materials, $300 for my crew and $100 profit for me."

    The UMNO contractor doesn't measure or figure, but leans over to the House-official and whispers, "$2,700."

    The official, incredulous, says, "You didn't even measure like the other guys ! How did you come up with such a high figure? " The UMNO contractor whispers back, "$1000 for me, $1000 for you, and we hire the guy from MCA to fix the fence."

    "Done !" replies the government official. And that, my friends, is how our new NEP works. Win-win situation for all.

    Biar universiti-universiti melayu buat research buat komputer paling murah dari mengkayakan Cina YTL dengan 5 billion lagi. Tak sudah-sudah.
    Korup betul Kementerian Pelajaran ni.
    Dulu 1 billion MCMC bagi Cina.
    Sekarang 5 billion. Naik lemak orang Kementerian Pelajaran ni.
    Kita mesti dapatkan teknologi bukan beli dari kedai Cina di Low Yat.

    Bahlol betul Muhyidin dan Najib ni. Konon nak majukan Melayu tapi kontrak 25 tahun bagi kat YTL.

    Bro, just wanna comment on the $G connectivity that YTL supposedly to supply and installed at all the schoool.

    FYI, the bandwidth supplied is small 2mB... and quality of the reception is bad.

    However, YTL is smarter, they erect the tower not only to supply the bandwidth for the school but these tower was erected to widen their own coverage. Not sure if this is part of the agreement.

    Most of the school still need to subscribe from TM for better connectivity and the bill being paid by the PTA.

    As for the laptop... this gonna be just like what happen to 1Malaysia notebook campaign.

    Hope someone will look into this matter. RM5b is not small money.

    This is why I call myself "IT.Sheiss"

    Throwing computers or tablets at children & students is not enough.

    Firstly, it requires proper supervision to guide students to use their computers to learn.

    Secondly, ith requires more affordable broadband for all in purchasing power parity terms and Malaysia's broadband rates are amongst the highest in purchasing power parity terms within the region.

    The government acknowledged that Schoolnet was a failure and replaced it with 1BestariNet and now there is this project.

    Why can't we solve problems in our education system first before we implement all these gee-whiz projects?

    Do we have independent assessments of the actual effectiveness of computer-based education in other countries first before we decide to adopt it?

    From what I have seen from cursory research online, the introduction of computers in learning hasn't always worked favourably. Results have been mixed, with middle-class students benefiting and lower class students actually doing more poorly.

    It appears that one size does not always fit all.

    This may be a remote case. A neighbor of mind who received a netbook from G. Gave it to his daughter.

    His daughter used it to watch porn. Next thing I know, the girl got pregnant, after befriending some stranger on Facebook.

    Not to put the blame solely on the netbook, but it is akin to giving a monyet a flower.

    That girl had no knowledge of the purpose of a netbook. G is just creating another avenue for young kids to loiter around - virtually.

    I beg the G don't waste anymore of the public money on something like this.

    Just repurpose those Pusat Internet Desa 1Malaysia into one of those lab where you equip it with software and tools to create apps or next generation of hardwares. That 5 billion can be used to employ the best brain in the world to educate our kids on how to use internet wisely.

    No YTL does not hate the government, on the contrary YTL is Umno's proxy, period. Just look at YTL's records since egregious Mahathir's administration. You will then be able to say that YTL does not hate the government. If Umno detects any hatred from anyone, regardless who they are, you will be buried, period.

    Kalau buat sekolah lagi bagus. Saya bagi contoh kat tempat saya Bandar Putra Permai, Seri Kembangan.

    Cuma terdapat dua buah sekolah sahaja iaitu Sek Keb Tmn Universiti dan Sek Keb Tmn Desaminium.

    Sekolah rendah ini tidak mencukupi untuk menampung pertambahan penduduk dengan membangunnya perumahan baru dikawasan sekitar Bandar Putra Permai.

    Tahun ini sahaja kelas untuk menampung murid tahun satu sahaja telah mencecah 8 kelas dengan jumlah murid lebih 40 orang satu kelas.

    Bagaimana guru hendak memantau prestasi murid yang seramai itu?

    Tahun hadapan khabarnya akan meningkat kepada 14 kelas dan kelas akan dibuat didalam kontena. Bayangkan cam mana nak belajar dalam oven?

    Saya telah menetap dikawasan ini lebih 6 tahun yang lepas tetapi dalam masa itu hanya satu sekolah sahaja yang telah siap iaitu Sek Keb Tmn Desaminium.

    Apa fungsi pejabat pendidikan daerah jika tidak dapat mengatasi masalah ini?

    Dengar khabarnya perlaksanaan Penilaian Berasaskan Sekolah akan dimansuhkan. Cuba check kebenarannya.

    I am just an ordinary UMNO member. But I hate bribery, money politics, etc.

    Can you suggest a motion to the government that those found guilty under the Anti Corruption Act to be shot dead?

    I am tired with UMNO being seen as corrupted party. if we are genuine about to change the party, if we are the government who uphold integrity. PLS PLS PLS SHOW OUR EFFORT IN INTRODUCING THE DEATH PENALTY FOR THOSE FOUND GUILTY BY THE COURT.

    Lets be prudence in all our decision and action.

    Actually, true. And a good question.

    Good if the DPM can justify this first, before even blowing RM5 billion.

    Seems RTM has been spending money on clocks that cost RM3,900 each.

    No doubt the one student and one computer is soundly good. I support this program full heartedly. PM has said this program is part of 'the system of the future' in education.

    As mentioned, YTL was awarded the Bestarinet project. Initially, it was the intension of MOE to designate permanent communicational highways to schools via cable (Fiber Optic). Instead, wireless under 4G was approved.

    The Internet excess, YTL charged the Government more than RM 400 per month and sum amount of more than RM 4,800 per school annually. Each school is allocated 4mb. Therefore, each year YTL will be collecting RM 47,515,200 millions of the 9,889 schools from the ready paid customer (MOE). YTL will to be another main Telco company. On top of it, YTL charged the Government of RM 229millions for the usage of the visual learning platform (Frog system). In total, the Government has to attain RM 276,515,200 millions yearly for 15 years to YTL, congratulation to YTL.

    Interestingly, the tender under 'designed specification' was called in urgency. Many well known telco companies were invited for bidding, maxis, Celcom, Telecom and others. For instance, Celcom bided for 2.8 billions lost and YTL bided for 4.3 billions won. 

    More than that, 360 million was allocated to upgrade the computers system for all the schools' labs. Again YTL sapu 70% of the amount worth by suppling so called the 'system of the future' which was just bloody laptops connected to YTL's platform and the introduction of 'google Crome' and the 'clouds'.  30% was given to Bitara Induk Sdn Bhd covering the 'think client' system for the dying billions ringgit schools' computer labs. The decision of award was made at MOF warlords. Trustwell was kicked out at the last round by MOF. All transaction was dictated from the very first day by YTL. For your information, Puncak Semangat was not in the game. 

    What piss me off, not even 1% of the works get to involving Bumiputra, yet more than 60 Bumiputra IT companies registered with MOE are dead. If Celcom was considered, hundreds more of Bumiputra and non Bumiputra individuals can get jobs. We will see the one student and one computer program goes to who? Above all, the education contents and YTL is gearing high toward this program. Mind you, the security of our data toward building up our future human resources educationally is least considered at the moment by the authorities.

    If you give to a bumiputera company, same story will happen. It's not about the choice of contractor.

    It is about the spending huge amount of money on massive public infrastructure which yield less or no result at all.

    That amount of money could have been spend on building more schools and upgrading aging pre-war schools.

    I am just saddened by the state of affair inside our government.

    Nobody inside UMNO want to challenge the premiership.

    I can't put my trust on Anwar Ibrahim, so who else can I count on?

    That Christian Chinese Francis Yeoh company has been given 9 billion bestarinet in Muhyidin Education blue print.

    The Education Blueprint is a sham. The Kementerian Pelajaran is corrupt. It is nothing more than a blue print to print money for Francis Yeoh abetted by Muhyidin and Najib.

    SPRM must investigate and tangkap this blatant rompakan by the Kementerian Pelajaran dan Menterinya.

    Now 5 billion lagi nak perkasakan Cina. Puk_m_k ko Najib dan Muhyidin.

    Why bring race and religion into it?

    In any case, Telekom Malaysia has been slow to roll out a nationwide high speed broadband network?

    In Johor Bahru, you can consider yourself lucky if you can subscribe to a 100 Mbps broadband Internet connection. 10-20 Mbps is more typical.

    My friends in Singapore regard 200 Mbps connections to the Internet as normal and no big deal.

    And if you want to consider the track record of "bumi" IT companies in the software and services market, there aren't many "champions", are there?

    How can there be when computer science, maths and engineering are the least favoured courses in our public universities?

    IT.Sheiss is right - forget about grandiose projects - IT and otherwise- and get the basics right.

    Otherwise it will be just one white elephant chasing another........

    I heard ytl propose chromebook in bestari.net,,over the world this kind of technology will be die when google propose android as operating system.indeed,chromebook so many weaknesses such as limited hardware,most windows apps cannot use and etc.this kind off the shelf product is proprietry compare android is more open source.by the way,why malaysia never develop own product?most of talent people IT is outside there?ytl is just telcos,,even this telco doesnt have enough infra compare pioneer such as telekom,maxis or celcom,its should be under consortium,not just single company to run this big project

    Technology you can buy,,you wanna hi speed broadband,you just invest not develop the technology,,as what report from akamai,the highest speed broadband is korea 14.5mbps,second is japan,,,US is just about 8mbps,,so its about technology,,whatever technology you want,just invest,,but the most important in this kind of huge project is development,gov should consider our own application,not buy off the shelf product like chromebook,,,you can run your apps under windows,andrpid,ios or blackberry with your own library,this is more secured
