Najib's Cabinet: "Amanah besar yang mesti digalas"

Blogger on the 5th Floor. I was invited to attend Najib Razak's hour-long briefing for the media after he'd announced his new Cabinet. The briefing took place on the 5th floor, which has been the office of the Prime Minister since Dr Mahathir Mohamad moved the Sri Perdana from KL to Putrajaya in 2003. The last time I was there was late 03 for a briefing by Abdullah Ahmad Badawi, who had just succeeded Dr M. I was then the editor of the Malay Mail. This afternoon at 3.30 I was at the PM's briefing as a blogger.
Hanafiah Man represented Agenda Daily, the news portal. The rest were MSM: The Star editor-in-chief Wong Chun Wai, Sin Chew Daily editor-in-chief Pook Ah Lek, RTM director-general Ibrahim "Tiger", Berita Harian group editor Manja Ismail, Utusan Malaysia, editor-in-chief Aziz Ishak, TV3 chief news editor Wee Yo Lee, Bernama deputy editor-in-chief Zulkefli Salleh, NSTP group editor-in-chief Hishamudin Aun, and Nanyang editor-in-chief Ching Tien Siong.


"People's Cabinet". Najib stressed that his Cabinet was a "People's Cabinet", a Cabinet of ministers and deputy ministers of integrity who can work and produce results. To get the desired outcome, there will be a Key Performance Index (KPI) for the ministers and they will be assessed every six months. Najib said those who do not perform could be flashed the "yellow" card (in football, yellow means a stern warning; a second "yellow" card means expulsion from the field).

I asked him what would be his message to his ministers and deputy ministers. "I want people to have faith and confidence in the new Cabinet". He will remind them that Cabinet posts are a responsibility, a huge burden on their shoulders. "Ini amanah besar yang mesti digalas".

Those who were dropped (Syed Hamid Albar, Azalina Osman, Mike Tyson and Zulhasnan Rafique), does it mean they lacked integrity? "No, it does not mean that. There are other factors. Every one of them accepted (the decision) in good faith. Shahrir, especially, was very sporting".

Mukhriz in, Khairy out? "We will help Khairy reorganize Umno Youth," Najib said.

He explained why Information Ministry has been expanded ("to give more teeth to the ministry, otherwise the Information Minister is, with all due respect, not more than a Minister of RTM"). Rais Yatim is the new minister and Najib said he's the right man, especially to deal with the New Media, "which like someone frank, someone with his own mind, and who is open to dissenting views".

Media freedom? "I will give latitude to the media. You can criticize but with responsibility. I'd rather be criticized by the media than be rejected by the people."

Sports and Youth will be stressed. "That's why I put (those) who can approach out youths in that ministry.". New Foreign Minister Anifah Aman "can sell Malaysia well overseas". Najib said he has seen Anifah in action and is impressed with the Sabahan.

Blogging ministers. I could not resist asking the PM if he's going to make everyone in the new Cabinet start a blog. After all, he was bragging earlier on about the hits his blog has been getting (1.5 million hits for the Chinese edition, with "visitors" coming from Hong Kong and Taiwan, even). I said most of the Pakatan politicians are blogging but very few from the BN are doing so.

"Oh, yes, I will encourage them to have blogs," he said.

And the word is out: No red carpets, minimise rituals, less formality. No pictures of the PM, DPM and ministers on billboards.

    baguslah nampak sikit akan perubahan yang mahu dilakukan ds najib betul betul ikhlas.... dan memang patut pun dia buang menteri lama yang kurang popular yang merupakan "liability" buat umno. nak menjaga hati dia orang umno yang akan mati...

    kalau lah boleh the next move dato najib panggil parti komponen BN yang ada dan suruh lah secara terbuka yang mana dah tua usia dengan parti tu pakat pakat berenti lah.... yang mana yang kurang diminati oleh kaum sejenis mereka pun bawak bawak lah sedar diri .....

    ini dunia era baru ... mulut manusia di malaysia ni dah semakin "jelabaih" ..... dah makin daring tak macam dulu so lihat lihat lah cermin selalu.

    1. Get all Ministries to cut wastage
    2. Ensure every sen is accounted for in spending
    3. No lavish lifestyle
    4. All Menteris accountable for misdeeds and negligence of their staffs
    5. Be transparent with their work
    6. Menteris to be in touch with the pulse and heartbeats of the rakyat
    The talk is all over long time back. Can the rakyat expect your new Cabinet to walk the talk instead?
    The stakes are high. Or the whole Cabinet shall vacate Putrajaya the next GE. All eyes are watching very closely.

    For pete's sake, the dude has a degree in Sastera from UM, not Science. Can he comprehend the high-tech mambo jumbo of modern military? His English is another worry ... contracts, warfare strategies and manuals are all written in English.

    Let's hope he don't buy the wrong submarine, tank or terlopong when mingling with foreign ministers and army offices.

    Anyway, apart from Zahid, Najib's choices are pretty cool. Mukhriz made it but KJ didn't, that's cool too (although undercurrents will be simmering somewhere). And oh, I am absolutely thrilled with the Kementerian "teknologi hijau" thingy. It's about time the government put conservation on priority list.

    MOre media freedom my foot! On Cabinet Day bar online paper from attending press conference.

    More freedom means giving equal space for Government claims and Opposition claims alike on matters of importance, not party matters.

    Just look at how any analysis on the Opposition's very important victories was absent from today's papers. If barisan had won, wow, they would have written off the opposition and claim that Najib has been accepted.

    Rebuild Umno Youth my foot. Khairy is just too smart for everyone in the Cabinet so he is dangerous for Najib. Mahathir's directive. Period.

    I think I will try to see some positive lights in the cabinet line up. Maybe not 100% perfect, but at least I dont see most of the faces who are liabilities for BN.

    However, main issue is the government must show that they are doing work. My example, Shahrizat must not be wearing glamourous dresses when doing her rounds to poor people house. No need to wear all that jewelleries ..less is more. Other than that , first Lady.. please emulate Obama's wife. I am not sure if she has, but maybe less of wearing branded items. Can start with something from Carrefour, Tesco etc.

    Other than that, ministers must be very open to all rakyat. Reduce buraeucracy. For the businesses, I would expect the government's be signed off within timeline and not months after months after months as the meeting is always postponed or if , say, the KSU is not in town. This waste time and delay projects. It will kill off small businesses due to cashflow problems. Bad for the country as more businesses die la.

    Planning is easy, but executing the work will be difficult as it was proven before that our delivery system is very poor. I hope Koh Tsu Koon does his work well even if he was a failure in his own homeground..lets give him a chance so he can check his KPI first as his KPI is to check on other's KPI ..LOLLLL..


    Anyway, what I am really saying is, I hope all these people will just walk the talk.

    disappointing line-up. i thought najib would have bigger balls by downsizing the cabinet to a lower figure. 40 deputies? Mukhriz. wtf. Having the chance to interact with him, I can only agree with what most people believe - the father got him there. There isn't an ounce of ministerial potential in this boy. Hearing Mahathir saying he hopes his son will look into the AP issue made me puke. Really pathetic by claiming he wasn't aware of the AP snafu during his reign.Oh well, I just have to bear with this bunch of idiots for the next 3 years. Or sooner hopefully.

    nothing to do with changing my mind. just that everybody has to take up the fact that mukhriz is in and kj is out. we win some, we lose some. being in does not warrant anybody to presume that kj is dead or mukhriz is a winner.

    i am still holding on to my believe that politics need money around our waist and in our mouth as we need to feed so many and too much as long as we DONT buy support.

    for all the accusation against kj and others, those who made the reports should also be investigated for their motives as politicians have the potential to turn a friend into an enemy.

    when i say its good for mukhriz and kj, i meant it for the unity of pemuda umno and umno. i believe everybody in pemuda must realise that should kj was the dirtiest politician in umno, he wouldnt have made it to what he is now. i dont wanna touch anything about what people said about mukhriz but in politics, nobody is godly.

    the malays in umno must take it to the minds that they have a bad inveterate to pass their own lynch on others whom the dont like, not those who got bad lechery of politics, sycophants, meeks to rumours and badbitting, the superficial and those who caused faux pas to the party and nation.

    for all the accusations against kj, i have yet to see real evident to wreck him. Almost all were based on hearsay and make-believe. umno members are the credulous lot and like to lucre on anything, may i say.

    so, its time to stop playing hocus-pocus and being ignoramous. stop all the bric-a-brac and focus on the party unity, instead of sowing the seeds of hatred against certain leaders. i hope the malays will turn into the mexican aztec who had malodorous heart toward those whom they despised, not because they were bad but for their talent and better knowledge.

    i am sad that many journalists and bloggers come under this category. they write what they hear and not for what they see. such journalism is inept. put them to cover court or economy where they cannot lie on a single fact and figure.

    It is to our knowledge that the tolerancy and harmony of the races in Malaysia has never been good. In the history of Malaysia the racial harmony among the Malaysian communities has time and again been tested.
    According to a survey the majority of Malaysians do not trust one another and seek refuge in their own ethnic community. Racial and religious sensitivities run deep in Malaysia.
    As acknowledged by our ex-Premier, Tun Abdullah, race and religion remain divisive issues in Malaysia even after fifty years of independence.
    My view is that racial harmony has been and will always remained tense .The problem with the communities in Malaysia stems from the different aspirations of the different races in Malaysia.
    In this respect, any attempts by the media, politicians- the ruling party and opposition alike-, to flame racial sentiment or to incite racial feelings and suspicion and harp on issues related to race if left unchecked, a repeat of the May 13 tragedy will be imminent.
    A statement taken from the Time magazine showed the enmities of the different races in Malaysia,
    “One towkay told a Malay official that if it weren’t for the Chinese, the Malays would be sitting on the floors without chairs and tables, saying which the Malay official quickly replied that if he could get every damned Chinaman out of the country (Malaysia), then he would willingly go back sitting on the floor.”
    As such provocative statements with racial intonations and behaviours violating regulations should not be allowed.
    This is where the government needs to have powerful tools and security measures to enforce law and order in the country. In this aspect it is without a single doubt that the Sedition Act and the ISA (Internal Security Act) are still relevant to this very day.
    Recent calls by the Opposition for unrestricted press freedom and to abolish the Printing Presses and Publications Act as well as to free all ISA detainees are unjustified. As voiced out by Tun Mahathir greater freedom of expression will stoke inter-ethnic tensions.
    Matters pertaining to the New Economy Policy, the special positions of the Malays, the National Language Act and Sovereignty of the Rulers should be discussed behind closed doors. The Constitution should be held supreme at all times.
    It is a fact that racial awareness will always be in the hearts and minds of the different races here. And it is for this very reason that we have to draw a line in order to foster national unity and racial harmony. And the solution is as simple as this - Do not stir up trouble by discussing sensitive issues. Let sleeping dogs lie…..TIKAM batu

    So many unhappy comments being voiced over here. It seems that all those selected to govern our beloved nation are not the right choice/person for whatever their jobs and responsibilities. So... who on earth are most suitable to be selected. Lim Kit Siang? Lim Guan Eng? Anwar Ibrahim?
    But aren't those guys are just the same as the present people selected as cabinet members? Aren't they all politicians? Or are they squeky clean with not a single dirt on them?
    I believe the answers would very much depends on which side of the fence one stands and which ethnicity one is and even the type of sexual orientation one prefers...
    But one thing which is definitely for sure; the people of MALAYSIA remains the same. A bunch of complaining lot.
    It is we ourself who has control of our destiny. So instead of complaining and name calling, take charge of our own live. Stop being cry babies!!

    Siapa kata jemaah kabinet Menteri Najib itu secara menyeluruhnya kecil?

    Saya huraikan dibawah. Sila baca dengan teliti.

    Kabinet Abdullah Badawi saiznya 67 (32 menteri dan 35 timbalan menteri).

    Kabinet Mahathir tahun 1999 saiznya 54 (27 menteri dan 27 timbalan menteri).

    Kabinet Najib Razak bagaimana pula? Saiznya 68! (28 menteri dan 40 timbalan menteri).

    Ertinya, walaupun dikurangkan sedikit bilangan menteri penuh sebanyak 4 saja, bilangan timbalan menteri naik sebanyak 5. Jumlah saiz kabinet Najib tidak kurang dari saiz kabinet Badawi tapi tambah satu lebih dari kabinet Badawi.

    Dan dengan itu, saiz kabinet yang diwar-warkan akan dikecilkan adalah satu penipuan besar terhadap rakyat Malaysia.

    Kabinet Najib adalah kabinet yang memegang rekod sebagai kabinet yang TERBESAR sekali dalam sejarah Malaysia.

    Negara-negara dengan bilangan penduduk yang dua atau tiga kali ganda penduduk daripada Malaysia pun ada yang saiz kabinetnya lagi kecil daripada kabinet menteri negara kita. Bayangkanlah.

    Mengikut satu kajian sains mengenai saiz kabinet yang paling efisyen, apa-apa kabinet yang lebih besar dari 20 menteri sudah kira semakin kurang efisyen (the "20-person rule" -- hukum 20 orang).

    Najib sudah jauh melangkau nombor 20 itu (sudah kurang efisyen), dan lebih daripada itu menambahkan lagi bilangan timbalan menteri dengan mengisi jawatan-jawatan ini dengan orang-orang politik yang tidak semestinya layak atas merit atau kebolehan semata-matta:

    -- golongan ahli politik dari Sabah ditambah ramai (untuk mengurangkan risiko mereka menarik balik sokongan mereka kepada Barisan);

    -- memberi 4 jawatan menteri kepada MCA yang kalah teruk dalam pilihanraya 2008, tidak beza dengan bilangan jawatan menteri tahun 2004 di mana MCA menang besar;

    -- Najib melantik orang politik yang telah kalah teruk dalam pilihanraya umum (iaitu orang-orang yang tidak diiktiraf oleh rakyat), iaitu Koh Tsu Koon dari Gerakan (parti yang hancur kalah ranap di pilihanraya 2008), Shahrizat Jalil, Chew Mei Fun dan Awang Adek Hussin. Semuanya ditolak oleh rakyat sewaktu pilihanraya umum.

    Ramai daripada menteri kabinet adalah sisa-sisa dari rejim Mahathir dan Abdullah Badawi juga.

    Para pembaca sekalian harus juga was-was apabila membaca tulisan bloggers yang pro-UMNO seperti Rocky Bru dan mereka-mereka yang sewaktu dengan dia agar tidak menelan bulat-bulat semua yang dikatakan mereka sebagai benar dan betul.

    After all the hype of a trimmed down cabinet with new faces with integrity and performance based - what a bloody disappointment.
    It's mainly a re-shuffle of mostly existing faces with a few new 'old ones' thrown in.
    We still have more Ministries than places like the UK and Singapore. Again political considerations trumped over what is really required.

    You told us to give Najib a chance - yet he has failed 2 big tests already. Firstly the By-elections saw an increase in support for the opposition.
    And now - when he had the chance to really make a change in both the efficiency of government and put in place a cabinet of quality people - he has failed again.

    Also - Rocky - why have you made no comment on the Altantuya murder trial??? We have 2 stone cold murderers who have no connection to the victim and no motive - and yet the prosecution confidently tells us no one else is involved???
    As a journalist does that make any sense to you at all?

    Come on Rocky - we know you are a good journalist - yet you seem to have got real lazy.......no questions and no insightful comments at all? Or are you all spent?

    For starters I am inclined to applaud Najib for not appointing that brat KJ in the cabinet. Just hope he does not get in through the back door, this is likely to happen. Before too long Najib will reschuffle the cabinet and slide the pig in conveniently.
    As trust is concerned, Najib is still being watched with all the baggage he is carrying, he cannot be expected to do an honourable job. Hopefully he is not going to be another Mugabe or Idi Amin.

    As predicted,there will be some or maybe many who disagree with DSN's choice of ministers. Whether an old wine is put in a new bottle,or a new wine is put in a very old bottle,one must accept that under the present circumstances,those are probably the better ones.This is the problem with human being, enough is never enough and it is totally impossible to please everybody.

    Let us look at another angle of thought,nothing personal. With the present number of elected MPs within BN,what kind of choice do DSN and TSMY have? Do DSN and TSMY have to discard the elected MPs and then swear in as many senators to fill up the ministerial posts??

    If at all we need a totally new line-up,then the whole cabinet has to step down and place our country either under military law or Mageran.Is this what we want???? As for me,NO.

    Like Zahid who is now defense minister,yes he was an ISA graduate.TDM was expelled by UMNO but later became PM for >22 years.
    Nelson Mandella was a jailbird but later became President of SA. If such people are not supposed to be ministers, then DSAI who is also an ISA graduate should not lead any party which can form a government.

    With bias and prejudice,DSN should be given time to prove his worth as the Chief Executive of Malaysia.
    It is not fair to sack him even before he starts work. One must not forget that it is totally different from being an ordinary minister and a Prime Minister.

    I have my own reservations, and I expressed them at the meeting yesterday. There are names on the list that I think should not be there, but that's my opinion and I may be wrong. Give them enough rope - some will hang themselves and some will use it as a lifeline.

    As for Zahid Hamidi, he was Najib's political secretary when the guy was Defense Minister, so he should know the ministry enough.

    Sure, Zahid was Anwar Ibrahim's crony at one time but who wasn't back then? Half of Pak Lah's Cabinet were Anwar's men!

    will be appraised as and when. Those who do not perform have to be removed failing which BN will be short lived. I am sure DSN & TSMY are NOT looking forward for only ONE term in office.

    There is NO time for any minister or any elected rep to even think of being TDM's men,Pak Lah's men,
    TSMY's men or DSN's men from now on. If everybody puts the country at heart and forget about ANY personal interests,there is NO reason for BN and in particular UMNO to be rejected.EVERYBODY IS WATCHING LIKE A HAWK,LEADERS HAVE TO BELIEVE THIS.

    reasons being we have "new" minister looking into national issues

    a. Mahyuddin is to help and settle issues on education
    b.Hishamudin to look into isa etc
    c.Nor Yaakop dissapear from MOF - a good sign too
    d.a new ministry for performace -kpi

    3. Rais - pls tell all MSM to be truly Malaysia first

Anything than the crap PR is trying to create for this country (chaos, racial intolerance, "kurang ajar' like most commentators here) this are all the new breed of low class created by the so called more democratic ppl of Pakatan Rakyat (not that there really is a 'Pakatan', PKR wants to lead with Anwar Becoming PM by hook or Crook, PAS wants to... hmm i'm not sure, DAP wants Malaysia to be another Singapore. Nope! no 'Pakatan' there) so the after more than 50 years of racial harmony and economical stability, i'd choose BN anytime. I believe they have learnt their lesson and will change for da better.   96. I think this time PM Najib has put in a good team and the cabinet is strategically put in place to ensure stability and maximum support within BN to take this country through the economic storm and then further to ensure a win in the next General Election.

    The voting of the 4 byelections since March 2008 had shown good voting trend for UMNO and as the Bukit Gantang count has shown the Malays are starting to come back since Abdullah Badawi's retirement. This trend would continue in the next 4 years as long as Najib puts in the reform in UMNO that he has promised. UMNO's support coming into the next GE together with the solid support of BN component parties from Sabah and Sarawak now rewarded with many ministerial post will ensure a very high odd for a BN win in the next GE despite the negative propoganda as propogated by Anwar and the Opposition.

    As for MCA,Gerakan and MIC who were given way to much ministerial posts if based on their parliamentary representation have to work, very, very hard for the Chinese and Indian votes who has deserted BN to repay the trust that PM Najib has given them.

    With this new cabinet I am confident that PM Najib could lead BN and the country to better times as long as they stay calm, stay united and stay the course in the face of challenges posed by the loose coalition of DAP,PKR and PAS..

    I'm not sure, but I think you can see these stats if you click on the sitemeter icon on the right hand column on my blog.

    Newspapers go by circulation (the number of copies they sell) and readership (the number of copies sold multiply by 3, 4, or 5, according to certain criteria). NST does about 120k copies, and every copy means RM/$ for the newspaper company. It is not so in my case and in the case of most bloggers I know.

    Thanks for enlightening me Rocky...

    From what I can see NST readership seems to be getting lower year on year.
    Looking at the ineffectiveness of the papers in convincing the electorate of the 'greatness' of the BN in every by-election since March 8th 2008 - surely even the powers that be realise that shackling them and being so biased is not having any effect.
    Reading Zubaidah o-ed in the NST and Joceline Tan in the Star their columns seemed to have been written by someone in the najib camp in recent months.
    Surely they themselves realise that they lose credibility as journalists by being so biased.

    Or do they care at all?
