The attempt to steal IJN from the people, Round 2

Thieves! Thieves! Believe it or not, a blogger friend who's going to break the story told me, someone high up in the government is trying to "transform" the National Heart Institute (IJN) into something different from its current form. This time it's not Sime Darby, the blogger told me.

"There is a fresh proposal to privatise the government facility. Management managed to obtain the full resolution of the BOD and full blessing of the Economic Planning Unit to do a Widespread Asset Unbundling (WAU) scheme to separate the operations within IJN and created new subsidiaries. WAU was first introduced by the Economic Adviser Tan Sri Nor Mohamad Yaackop for the asset restructuring of heavily geared Malaysia Airlines (MAS) and creation of Penerbangan Malaysian Bhd. as the SPV to undertake the holding and ownership of all MAS assets, especially aircrafts."

    What will happen to IJN. Now you already had the 'insider'. Who the crook that want to take over the IJN. I'm afraid, the IJN later it's stand for Institut Jenayah Negara.

    katekanlah ada org yg privatised IJN, lambat laun IJN ni pun silap2 dipindahkan ke lokasi lain untuk memberi laluan kepada pembangunan (baca: kondo, shopping mall, office buildings)

    jangan terkejut la kalau satu hari nnti IJN depa letak kat rawang atau nilai, atau ntah mana2 yg tanah dia murah sket...apa nak jadi dengan 1malaysia ni?

    What about, when one night your heart felt strange (like want to die). Your wife drive a car like KLIA LIMO. And then when arrive at IJN, they not allowed you to enter to see a doctor because you dont have a least RM30K.

    I think simply put, if this SECOND big attempt to rob the poor and the needy rakyat of Malaysia of first class medical care at affordable prices at IJN is successful, then Najib's effort to reform UMNO and the BN will come to naught as the Rakyat will see BN as still in denial dan belum bertaubat.

    Come next GE, the Rakyat will teach UMNO and BN a bigger lesson and Najib will be espousing his 1 Malaysia from the Opposition leader's bench.

    Look at the figures. IJN served 1.5 million patients and performed close to 42,000 CABGs and 96,000 angiograms/angioplasties.

    All these people bourgouisie? No average Awang/Ah Chong/Ayappan benefitted within these 1.5 patients served?

    Compare the CABG charge in IJN against SJMC/Pantai/KPJ Damansara. Easily doubled!

    The RM 30k charge for a CABG is reasonable considering one gets the BEST treatment with the state of the art equipment in the country. There are cost to cover.

    For 42,000 CABGs and 96,000 angiograms/angioplasties, it would have cost the Government more than RM 2.5 billion to fully subsidise these treatments.

    Please go and find out more about IJN the past 15 years. See how many penniless Malaysians gets a second lease of life.

    IJN should remain status quo, for the benefit of another 1.5 million Malaysians, 15 years from now.

    There are obviously UMNO linked people out there who for whatever reason may be of the believe that come GE13 UMNO might loose. With that in mind, might as well take out whatever goodies you can before that happens. Its looting really. Like in any kind of wars we see the looters rip apart everything and take it home. The last time we saw that on live TV was when Baghdad fell.

    The Malaysian style looting happens in anticipation of political loss. And those in power too know if they don't do it now they might never get a chance. So you can very well expect that between now and then you will see a lot more.

    And running an MSM it is for you to spin it so that it all looks Kosher!! Otherwise they will say that you are not earning your keep!! Feel sorry for you mate. You're between a rock and a hard place alright!!

    Seorang pakar patologi dari Thailand, Dr Pornthip Rojanasunand membuat kesimpulan yang mengejutkan dalam inkeus kematian Teoh Beng Hock pagi ini dengan menyatakan bahawa setiausaha politik itu telah dicekik sebelum jatuh dari tingkat 14 Plaza Masalam.

    Katanya, terdapat tanda bulat pada leher Teoh yang menunjukkan dia 'dicekik'.

    Menurutnya lagi, retakan pada tengkorak Teoh bukan satu kecederaan akibat terjatuh.

    Manakala kecederaan pada lubang dubur Teoh, katanya, boleh disebabkan dicucuk dengan objek sebelum dia jatuh.

    Ini, katanya, berdasarkan kepada gambar-gambar yang diambil di tempat Teoh ditemui jatuh.

    Dr Pornthip membuat kesimpulan bahawa 80 peratus Teoh dibunuh dan 20 peratus dia membunuh diri.

    Beliau memberi keterangan sebagai saksi pakar di inkues tersebut yang diadakan untuk menentukan punca kematian Teoh.

    Dr Pornthip adalah pengarah dan pengasas bersama Institut Pusat Sains Forensik Kementerian Keadilan Thailanad dan dianggap pakar dalam siasatan kes-kes pembunuhan yang rumit.

    Serupa tapi tak sama...itulah Pak Lah dan Najib. Cuma yang berkuasa sekarang ini cerdik sikit tetapi gelojohnya lebih sikit.

    Saya bukannya anti BN mahupun penyokong PR tetapi seorang rakyat Malaysia yang tidak kaya. Risau memikirkan bagaimana hendak mendapat rawatan andainya IJN diswastakan nanti.

    Tentunya akan ada pihak yang akan mengeluarkan kenyataan memberikan jaminan bahawa kepentingan rakyat yang tidak berkemampuan tidak akan disisihkan, namun sudah banyak pengalaman kita dalam hal-hal begini.

    Kalaulah benar perkhabaran ini, maka sudah jelas sekali BN ini sengaja menempa maut... PRU 13 nanti hari BN disemadikan.

    Come on, fellas. Rocky tries to point out the sinister and apparently heartless attempt on turning IJN into a possible 5-star recuperation centre, RM30,000 per heart reconditioning job, affordable only by executives of big corporations, jobs payable by their employers. Why must you drag UMNO and such things into it?

    Be reasonable, lah. When he talks about the glories of UMNO, then you can whack him or whatever. In writing this post, he even implies his reservations on the UMNO President-appointed EPU Minister entertaining a proposal to privatise IJN. But here is a good cause. Support it or shut up.

    Can't you occasionally differentiate politics from social or humanity issues? Time out lah during this sort of posts by Rocky.

    Thieves is correct. Again we can smell Black Midas Nor Mohd Yakob's dirty hands in this deal.

    Here is the end game : IJN will be broken up (pharmacy under one company, cleaning and removal of organic stuff another company, asset ownership one company etc). Each one will then be sold off to cronies.

    70% or more of IJN clients are Govt staff and retired pensioners. What does this mean? It means the Govt pays for their medical bills. This is a goldmine.

    Here is an example : a pensioner goes in for a bypass operation. He may only pay some basic few hundred Ringgit subsidised fees.


    But the Govt will still foot the full cost and pay IJN about RM20,000 - the cost of a bypass.


    If IJN is privatised, this RM20,000 payment by the Govt will go to the new crony owners. Presently IJN's revenue goes back to the Govt since the Govt owns IJN.


    Guess what? After this privatisation, IJN will increase their prices. Maybe the cost of a bypass will become RM30,000. No problem. The pensioners will still pay the basic few hundred Ringgit. It makes no difference to the pensioners. But the Govt will fork out the full RM30,000 for each bypass operation to the new privatised IJN.


    This is called 'cap duit'. Same crap, just on a different day.


    This will cost the Govt many votes in the next GE13.

    Bro...The IJN board shd resign enbloc or b sacked for even considering the new proposal. I think they r jus a bunch of a new breed of doctors or malasyians who r self seeking greedy self cntred individuals. They r not intrestd in helping the poor and those who r in dire need of medical care.

    In retaliation for not approving it hopefully with public pressure, i hope ijn will not turn arround and give us shoddy service.

    This whole new idea leaves a most disgusitngly bitter taste in anyone's mouth. Najib must act bravely to throw the bloody idea out. N i thot this kind of shit can only come paklah boys.

    I was only feeling sorry for you. I know you guys were the ones who blew up the first attempt and now once again the second. As I said you are between a rock and a hard place. You do what you feel you must but that may not be to the liking of your paymasters. And certainly I want IJN to continue as it is as I too am a beneficiary of its services.

    DUNGUN: Seorang pembungkus belacan dijatuhkan hukuman denda RM600 oleh Mahkamah Majistret di sini, semalam selepas mengaku bersalah menjual belacan yang tidak cukup kandungan protein seperti yang tertera pada label produk itu, April lalu.

    Rahani Ali, 56, dari Kampung Kuala Setiu Fikri, Bandar Permaisuri yang membungkus belacan menggunakan label Belacan Cap Udang dituduh menjual tiga bungkus belacan di premis perniagaan Kedai Runcit Aminah Mamat beralamat 780, Jalan UiTM, Kampung Sura Hujung, di sini, jam 11.25 pagi pada 7 April lalu.

    Dia didakwa mengikut Seksyen 13B (2) (e) Akta Makanan 1983, yang boleh dihukum denda maksimum RM20,000 atau penjara tidak lebih lima tahun atau kedua-duanya sekali, jika sabit kesalahan.

    Pendakwaan dilakukan Pegawai Pendakwa, Penolong Pegawai Kesihatan Persekitaran Pejabat Kesihatan Dungun, Mohd Yusoff Othman manakala tertuduh tidak diwakili peguam.

    Selepas rayuan meringankan hukuman, Majistret Mohd Yusoff Yunus menjatuhkan hukuman denda ke atas Rohani RM600. Denda dibayar oleh suaminya Dzurudin Abdullah, 62.

    Mengikut fakta kes yang dikemukakan di mahkamah, pada jam 11.25 pagi pada 7 April lalu, Pegawai Pejabat Kesihatan Daerah Dungun, Rani Mohd Yatim melalui Badrulhisham Abidin, 31, membeli tiga bungkus belacan berharga RM2.50 setiap satu.

    Pegawai berkenaan kemudian menghantar sampel belacan itu ke Jabatan Kimia di Jalan Cherong Lanjut, Kuala Terengganu untuk dianalisis dan mendapati belacan berkenaan hanya mengandungi 23.75 peratus sumber protein, sekali gus melanggar Peraturan-Peraturan Makanan 1985 yang mensyaratkan belacan perlu mengandungi tidak kurang 25 peratus protein.

    Rahani ketika ditemui di luar mahkamah berkata, belacan itu dibekalkan seorang pemborong yang berniaga di Pasar Besar Kedai Payang di Kuala Terengganu, yang menghantar bekalan belacan ke rumahnya di Kampung Gong Batu, Setiu untuk dibungkus, sebelum diambil semula pemborong itu untuk diedar dan dijual ke seluruh negeri ini.

    "Saya sudah hampir lima tahun menjalankan perniagaan ini dan kebiasaannya membeli kira-kira 20 guni belacan seberat 50 kilogram setiap satu. Kemudian saya membungkusnya untuk dijual dengan harga RM2.50. Saya tidak pernah tahu pula mengenai kandungan protein belacan ini dan tidak tahu menjadi satu kesalahan jika protein kurang, " katanya.

    Please dont compared INJ with Gleneagles and Pantai. Because that was a wrong analogy comparison. Seems like to campared between Perodua Viva with BMW.

    I think the Datok Dr XXX from IJN that met BD did not give the correct picture let alone the full picture of the situation at hand.

    In the first instance, the so called eminent doctors you mentioned above have assumed the Chief Executive Officer and Deputy CEO post on the 15th of October 2009.

    Both have assumed the post at the point you met your eminent doctor informer. But I guess you already knew that! Therefore the question of "soon-to-be-appointed" is already misleading at the point of your print!

    Also, to suggest that Tan Sri Dato’ Mr. Yahya Awang should be the Chairman rather than Dato’ Mr Rozali Watooth is unjust and unfair as the latter had performed his duties admirably as a Board member of IJN Sdn Bhd. I just hope that your many believer in Dr Yahya Awang remembers how "effective" was Tan Sri when he was the administrator of IJN way back then!

    I also supposed this good Dr did not informed you that in spite of the new multi-million ringgit facility, the long waiting time still persist. But I guess if you are not a VVIP, then you very well wait!

    Otherwise, these good doctors, the true Malaysian heroes (sic!), will even give you a good bath & scrub! Buttering up, sucking up, apple polishers, you name it. Some of these so-called heroes are a bunch of hypocrites!

    If "Rakyat didahulukan, pencapaian di utamakan" is the battle-cry nowadays, why is it when it was proposed that these doctors simply concentrate in treating patients rather than bothering about leaking faucets, how big the size of the fonts for the signage should be or even uneven carpark pavement, they cried privatization, W-A-U, sell-off etc etc.?

    Pharmacy is the cash cow in IJN! Hospital Support is a lucrative business too if IJN Services Sdn Bhd comes into play. At this moment, Hosp Support is the cost Centre to IJN, costing the hospital 15m-20m a year.

    Why can't IJN Asset undertake REIT? KPJ did that. In fact, KPJ carried out these plans much earlier & still remains in the hands of the Johor SEDC. Why is it any different from what IJN had planned to do?

    Where does it say or implied anywhere in any report by EY or countless discussion with MOF & MOH that these subsidiaries will be hived-off? Please do not speculate.

    Could it be that these Truly Malaysian Heroes is threatened by the fact that they will be losing their fat income under the re-structuring plan? Since they have no cut in the profits in the other subsidiary companies. Only these heroes knows.

    These a just a few examples. The fact is, IJN have to remain focus in giving the best cardiac treatment at an afforadable rate to the Malaysian citizen regardless of class.

    IJN have to be financially self sustaining and self reliance and be less dependence on Govt's assistance. These re-structuring plan is the beginning of this process.

    Doctors are servants of GOD too and not GOD's greatest gift to mankind. Ingatlah, nikmat boleh hilang dalam sekelip mata. Janganlah kerana nak duit lebih, kuasa dalam tangan, kita menganiaya orang lain. Jangan lah kerana kamu doktor, kamu anggap orang lain bodoh. There won't be any IJN if it's not because of us! Adakaa..

    Kepada kaki-kaki hasut di kalangan doktor-doktor tu, hentikanlah meracun otak Dr Rob tu. Dia dah tua, setahun lagi nak pencen. Berdendam ke? Kawan kamu tu dah comfortable settle down di KLCC. Kamu bertiga tau sapa yg dimaksudkan.

    Kepada Datuk Dr yang cerita bukan-bukan dengan BG tu, baik lah kamu betulkan cerita-cerita ni. Tak baik mereka-mereka cerita. Jangan guna lesen Tun untuk memfitnah orang.

    To the new CEO & her deputy, please remember, your position is a AMANAH from ALLAH. It's not for personal glory but only to serve the rakyat.

    Sooner or later IJN is going private. If it is not right now, there is no guarantee either that the next gov-in-waiting (read:PR) would not carry out the same scam.

    Unless there is a written restriction put in place in that it would prevent any interested party from taking over any of the gov-run enterprises, there is nothing that the ordinary peoples could do to prevent the 'victims (PR) from becoming the aggressors.'

    When that time arrives, Rocky, no matter how much the resistant would be, PR and its cohorts would only do one thing for sure: to turn a deaf ear to all the comments made in the entire world of blogging circles.

  51. CEO of IRDA, Harun Johari, has tendered his resignation on wednesday (21 Oct) after taking over that position from Dato Ikmal Hijjaz since 1 March 2009. Harun’s strong lieutenants that joined IRDA in March/April 09, Jameson (head of strategic com) and Ahmad Suhaili (Head of Integrated Planning) have also submitted their resignations. There’s no press release made by IRDA with regards to the “sudden” resignations of its senior management. Can someone please check out what is brewing down south?

    Kenapa hospital Tanjung Rambutan tiada proposal dari Kerajaan untuk di swastakan?

    Kenapa IJN..dan kini kenapa IJN sekali lagi?

    Adakah ia berdaya maju?

    Kenapa aset berdaya maju kerajaan mesti diswastakan?

    Adalah menjadi sesuatu yang pelik apabila sesuatu aset yang memberi pulangan lumayan kepada kerajaan mahu diserahkan kepada swasta.

    Sepatutnya aset kerajaan yang TIDAK berdaya maju perlu diberikan kepada swasta untuk dibangunkan. Kita akan lihat adakan syarikat swasta itu hebat seperti yang dipertontonkan di dalam proposal?

    2) There is no waiting time in emergency cases, and about 1-3 weeks for stable patients regardless of social status.

    There is a waiting time for elective surgery,but the limiting factor is the manpower issues especially with personnel involved in critical care. The new block add capacity,but did nothing to add to to the extemely limited pool of anaesthetists and critical care specialists.

    Why?

    Because NO sane anaesthetists would want to join a setup where there have to be on their feet from 8am to 10pm, attend to operating theatres, a 30 bedded ICU, Paediatric ICU,CCU, Emergency Department and Cathetherization Labs on a daily basis!

    Therefore, your simpleton ideation of new facility equals increased production apply to production line economic models, but not a hospital.

    3) We would love to concentrate only on taking care of patients,but we have to bother ourselves with leaking faucets,uneven pavements, fonts for signage etc because it involve our patients. Leaking faucets is a source of infection,uneven pavements is a source of falls and inappropriate fonts for signage impairs the ability of our patients to see and go to the appropriate place for treatment.
    Do you want your parents to come and spend hours in IJN because their cataract laden eyes can't see the direction they are suppose to take just because we keep quiet when we should have not?

    4) The fat income you are talking about is just a figment of your imagination .If we are so fat from our pay, how come very few specialists wants to join IJN? Why don't we find physicians lining up to join us? Why do relatively junior specialists come to work in IJN for a few years,get their expertise and leave for the private sectors where they make 10 fold of what they earn in IJN? Why?

    5) The fact that the institution is known internationally and some of us travel the globe to be faculties at international meetings are proofs of of how intensely focussed we have been on our patients. Do you think we can present our work results at open meetings and have overseas visitors fly from all parts of the globe to learn from us ?

    Aku nak gelak baca komen cerita IJN ni. Nasib baik, I am not there. Pada bro-bro konsultan, bukannya duit yang aku cari tapi tak tahan keja dengan korang. Semua tahu gaji konsultant besar, paling kecik pun 2x ribu. campur lagi pekej cuti, pekej training, pergi luar negara hooi setahun berapa kali? Tak tahu apa yang nak conference kat luar negara tu. Bila pergi luar negara bukan nya nak bawak doktor yang satu level bawah ni tapi bawak seksitari berduyun-duyun. Bro, seksitari pergi luar negara buat apa? Buat seksa bini orang saja. Korang konsultan treat doktor bawahan macam korang raja, order sini sana, korang asyik pergi meeting, pergi conference. Memang betul kitorang kat luar tak nak masuk IJN sebab semua tahu konsultan in IJN mat samseng-samseng, mulut celupar dan suka ballistic tak tentu arah. Baik yang surgeon ke, anaes ke, cardio ke. Yang baik sikit cardio paediatric. Gaji doktor bawahan 1x pun susah nak dapat. Gaji doktor yang bukan konsultan cuma untuk bring down the average gaji of doctors in IJN. Aku tanya kau Bro if di luar aku boleh jadi konsultan, di IJN aku tetap jadi doktor bawahan, apa hal?? Semua konsultan yang sejemput 35 orang ni nak kebas ke? To Mama Rob, bila dah jadi CEO ni, jangan dengar sangat cakap konsultan, gunakan otak and listen and look after every staff. IJN bukan hasil konsultan saja tapi hasil titik peluh semua termasuklah clinical specialists, management, allied health, nursing, cleaning services dan semua-semuanya. Konsultant yang dah ada title kurang ajar, celupar, rude, etc buang dalam peti sejuk.
