Pak Lah said that about Top Cat?

Correct, a cat has 9 lives. This Top Cat lost RM9 billion and is now contesting to be an MP. Only in Malaysia. And only in Penang.

Four years ago, when Pak Lah made Nor Mohamed Yakcop our Finance Minister 2, the PM said he needed a non-politician professional, a minister who won't need to worry about politics.

Does that mean Mr RM9 billion won't be a Cabinet minister even if he wins the election on March 8 and the BN gets to form the government?

MALAYSIA 2008: LAPORAN KEMAJUAN DAN MANIFESTO

SELAMAT. AMAN. MAKMUR

Saudara dan saudari sekelian.

Empat tahun telah berlalu semenjak saudara dan saudari mengamanahkan Barisan Nasional dengan mandat besar untuk mentadbir negara. Dalam tempoh tersebut, kami telah bekerja secara bersungguh menunaikan segala janji dan memastikan bahawa segala keputusan yang diambil adalah adil dan bermanfaat untuk semua.

Pengurusan ekonomi yang baik dan komitmen untuk memastikan bahawa `tiada seorangpun yang akan terpinggir’ telah meletakkan Malaysia pada asas yang kukuh. Ekonomi Negara berkembang pada kadar 6.3 peratus dalam tahun 2007, pencapaian terbaik semenjak tahun 2004, defisit fiskal Negara diturunkan kepada 3.2 peratus daripada Keluaran Dalam Negara Kasar (KDNK), nilai dagangan antarabangsa melangkau tahap lebih 1 trilion ringgit, kira-kira 1.3 juta peluang pekerjaan diwujudkan, pasaran saham negara beberapa kali mencatat nilai tertinggi dalam sejarah dan lima koridor pembangunan dilancarkan.

Kadar Kemiskinan berjaya kita turunkan secara ketara, jurang antara bandar dan luar bandar berjaya kita turunkan secara ketara, jurang antara bandar dan luar bandar berjaya dirapatkan, di samping dipastikan rakyat dapat menikmati kualiti hidup bermutu terutamanya bagi golongan berpendapatan rendah.

Alhamdulillah, segala sasaran ini telah berjaya kita capai dalam suasana begitu mencabar, berhadapan dengan harga minyak dunia dan harga komoditi yang melambung tinggi.

Benih-benih perubahan juga disemai di pelbagai bidang lain. Misi Nasional telah diperkenalkan untuk memberi fokus kepada usaha mencapai Wawasan 2020 dan untuk kita dapat melangkah seterusnya.

Pendidikan terus menjadi keutamaan dan jelas dibuktikan dengan peruntukan paling besar dalam sejarah serta meningkatkan standard.

Kita juga telah mengambil langkah, memperkukuhkan institusi-institusi negara antaranya perkhidmatan awam, pasukan polis serta syarikat berkaitan Kerajaan.

Malaysia terus memainkan peranan aktif di arena antarabangsa, membina jambatan persahabatan di serata dunia.

Di peringkat nasional, kita sering diperingatkan tentang pripentingnya usaha gigih, keadilan serta kebijaksanaan dalam mengukuhkan lagi perpaduan nasional dalam sebuah Negara muda seperti Malaysia.

Kami bertekad untuk mematikan bahawa setiap rakyat ada tempat di bumi Malaysia ini. Tahun lalu, kita sama-sama menyambut ulang tahun kemerdekaan Negara ke-50 dalam suasana perpaduan dan kebersatuan yang tinggi, melangkah maju ke hadapan untuk 50 tahun akan datang dan seterusnya.

Adalah ketara, kemajuan telah berjaya dicatatkan dalam pelbagai aspek. Namun, masih ada tugas yang perlu diselesaikan di dalam beberapa pekara. contohnya, usaha memerangi rasuah dan membanteras jenayah telah bermula dan mesti diteruskan.

Sesungguhnya, Barisan Nasional sedia dan komited untuk meneruskan usaha ini demi mencapai matlamat kita.

Harga minyak yang terus meningkat serta beberapa isu antarabangsa lain mungkin akan menjejaskan kedudukan ekonomi tempatan.

Namun, kami bersiap sedia mengambil langkah awal dan tindakan segera bagi terus memelihara kesejahteraan rakyat, walau apa jua cabaran yang mendatang.

Keyakinan ini terbit dari hakikat bahawa Barisan Nasional yang saya pimpin ini telah teruji dan terbukti mentadbir negara. Kami memahami keperluan rakyat dan telah sekian lama menunaikan segala janji.

Kami sedia untuk mengemudi Negara ke arah tuju seterusnya. Misi dan visi kami jelas untuk membawa Malaysia ke arah masa depan yang lebih gemilang.

EKONOMI

2004-2007

KEMAJUAN : MENJANA PERTUMBUHAN YANG KUKUH DAN MAPAN

Keluaran Dalam Negara Kasar (KDNK) meningkat 18% dari RM427 bilion kepada 504* bilion.

Semua sektor memperlihatkan pertumbuhan termasuk kegiatan baru seperti pertanian moden, bioteknologi, ICT dan perbankan Islam. Tahun Melawat Malaysia 2007 mencapai rekod ketibaan pelancong tertinggi, berjumlah 21 juta pelancong.

Perdagangan antarabangsa meningkat 26% dari RM881 bilion kepada RM1.11 trilion.

Pendapatan purata isirumah bulanan meningkat dari RM3,249 kepada RM3,617.

Mengekalkan kawalan harga bagi barangan keperluan asas dan membelanja RM43.4 bilion dalam bentuk subsidi (2007) untuk menangani kenaikan harga barangan.

1.3 juta peluang pekerjaan baru diwujudkan.

Program Transformasi GLC berjaya meningkatkan keuntungan serta memberi pulangan yang lebih tinggi kepada pemegang saham amanah dan pencarum KWSP.

Lebih 204,000 IKS dibangunkan sejak tahun 2005, melibatkan pemberian pinjaman berjumlah RM107 bilion dan pelaksanaan 402 program.

Melancarkan lima pelan pembangunan koridor ekonomi untuk menjana serta membawa pertumbuhan ke seluruh pelosok negara.

Indeks Komposit Bursa Malaysia meningkat mengatasi paras tertinggi dalam sejarah; serta peningkatan 161% nilai permodalan pasaran dari RM460 bilion (2003) kepada RM1.2 trilion (2007).

Defisit fiskal berjaya dikurangkan dari 5.0% KDNK (2003) kepada 3.2% KDNK (2007).

Simpanan matawang asing meningkat 130% dari USD44 bilion kepada USD101 bilion.

Penarafan Malaysia dalam Indeks Daya Saing Global WEF meningkat dari tempat ke-25 (2005) ke tempat ke-21 (2007).

IKRAR

Meningkatkan produktiviti, pendapatan dan daya saing negara.

Menangani kesan kenaikan harga bagi menjamin kualiti hidup rakyat yang bermutu.

Memperkasa peranan sektor swasta sebagai enjin utama menjana pertumbuhan ekonomi negara.

Memupuk dan membantu 1 juta syarikat dan usahawan IKS dalam masa lima tahun.

Menjana lebih 2 juta peluang pekerjaan yang bermutu dalam masa lima tahun.

Mengurangkan lagi defisit fiskal negara bagi membolehkan lebih banyak dana digunakan untuk tujuan pembanguan, tanpa meningkatkan cukai.

Melaksanakan pelan pembanguan kelima-lima koridor ekonomi bagi menjana pertumbuhan, pelaburan serta peluang pekerjaan ke seluruh pelosok negara.


PEMBANGUNAN SEIMBANG

2004-2007 Kemajuan: Merapatkan Jurang

* Mengurangkan kadar kemiskinan tegar dari 1.2 peratus kepada 0.7 peratus jumlah penduduk, dan mengurangkan kadar kemiskinan keseluruhan dari 5.7 peratus kepada 3.5 peratus.

* Merapatkan jurang pendapatan antara desa dan bandar dari 1:2.11 kepada 1:1.99, melepasi sasaran bagi tahun 2010.

* Meningkatkan pendapatan para petani dan pekebun kecil; sebagai contoh, pendapatan pesawah padi telah ditingkatkan 27 peratus kepada RM1,549; pendapatan pekebun kecil getah ditingkatkan 34 peratus kepada RM1,727.

* Membina 178,000 rumah dan pangsapuri kos rendah.

* Membuka 14 hospital baru, 22 klinik kesihatan baru, dan 64 klinik desa baru.

* Meluaskan liputan bekalan elektrik kepada 74 peratus di Sabah dan 83 peratus di Sarawak.

* Membina 12,190 kilometer jalan-jalan kampung.

* Membina 3 lapangan terbang baru termasuk terminal penerbangan kos rendah, dan menaiktaraf 5 lapangan terbang sedia ada.


IKRAR

* Menghapuskan kemiskinan tegar, dan mengurangkan kadar kemiskinan keseluruhan kepada 2.8 peratus menjelang tahun 2020.

* Meningkatkan pendapatan dan peluang pekerjaan bermutu di luar bandar.

* Meningkatkan perkhidmatan dan kemudahan bagi isi rumah berpendapatan rendah di kawasan bandar, termasuk golongan yang telah berhijrah dari desa ke bandar.

* Meningkatkan penyediaan rumah bermutu dengan harga yang mampu dibeli.

* Meningkatkan akses kepada perkhidmatan kesihatan yang moden dan bermutu.

* Menaiktaraf perkhidmatan pengangkutan awam di bandar dan mengurangkan kesesakan lalu lintas.

* Meningkatkan pembangunan jalan di kawasan luar bandar dan lain-lain kawasan kurang membangun.

* Menaiktaraf infrastruktur rel dan penerbangan.

* Meningkatkan liputan bekalan elektrik bagi kawasan luar bandar di Sabah kepada 81 peratus, dan di Sarawak kepada 90 peratus, menjelang tahun 2010.

* Meningkatkan liputan bekalan air bagi kawasan luar bandar di Sabah dan Sarawak kepada 70 peratus menjelang tahun 2010.

* Meneruskan usaha merapatkan jurang digital dan meningkatkan penembusan perkhidmatan Internet jalur lebar (broadband) melalui Pelan Jalur Lebar Negara.

* Meneruskan pelaksanaan Pelan Induk Pembangunan Kampung-Kampung Baru.

* Memastikan pengagihan seimbang peluang-peluang bermutu yang dapat menjana pendapatan, pekerjaan, perniagaan, dan pendidikan ke seluruh pelosok negara. Pendekatan "Kelantan Baru, Kelantan Maju" berhasrat memastikan berlangsungnya pembangunan berkualiti dan mutu kehidupan yang lebih baik bagi penduduk di Kelantan.




PENDIDIKAN

2004-2007 KEMAJUAN: MENINGKATKAN AKSES DAN STANDARD

- Melancarkan Pelan Induk Pembangunan Pendidikan 2006-2010 dan Pelan Strategik Pengajian Tinggi untuk meningkatkan mutu pendidikan.

- Meluaskan liputan Skim Pinjaman Buku Teks kepada semua pelajar sekolah rendah dan menengah.

-Memansuhkan yuran peperiksaan dan sekolah.

-Memperuntukan RM3 bilion untuk biasiswa dan keperluan-keperluan bagi golongan pelajar dari keluarga berpendapatan rendah.

-Memperuntukkan RM12 bilion untuk menaiktaraf sekolah luar bandar.

-Menyediakan elaun khas untuk 12,000 orang guru dan pembantu guru yang berkhidmat di kawasan luar bandar.

-Memperuntukkan RM174 juta untuk Sekolah Jenis Kebangsaan (SJK) Cina berstatus bantuan penuh dan RM65 juta untuk SJK Tamil berstatus bantuan penuh di dalam Rancangan Malaysia Kesembilan (RMK-9).

- Memperuntukkan RM100 juta untuk SJK Cina dan SJK Tamil berstatus bantuan modal di dalam RMK-9.

- Memastikan sekurang-kurangnya satu universiti awam atau satu kampus cawangan Universiti Teknologi Mara (UiTM) di setiap negeri.

-Menambah bilangan kolej komuniti daripada 34 buah kepada 53 buah, dan menggandakan enrolmen kepada 115,000 orang.

-Menambah jumlah pemegang biasiswa Jabatan Perkhidmatan Awam (JPA) peringkat ijazah di universiti tempatan dari 5,000 kepada 10,000 orang setahun dan menaikkan elaun pelajar tajaan JPA di universiti luar negara.

-Meningkatkan pelaburan dalam penyelidikan dan pembangunan (R&D) sains termasuk menghantar angkasawan Malaysia yang pertama ke angkasa lepas.


Ikrar

- Menaikkan tahap kelayakan minimum para guru dan menyediakan lebih banyak peluang latihan.

-Meneruskan usaha menjadikan Sekolah Kebangsaan sebagai sekolah pilihan; antara lain melalui usaha peluasan pengajaran bahasa Mandarin dan Tamil.

- Memelihara kedudukan SJK.

-Meningkatkan perpaduan nasional dengan menggalakkan interaksi di kalangan pelajar.

-Menyediakan lebih banyak biasiswa di peringkat ijazah untuk pelajar yang berkelayakan dari keluarga miskin tanpa mengira kaum.

-Mengenalpasti Universiti Apeks dan memberikan lebih autonomi dan sumber untuk membolehkan institusi pengajian tinggi awam mencapai tahap global.

-Meningkatkan lagi pelaburan dalam bidang Sains dan Teknologi khususnya R&D di dalam negara.


UNDANG-UNDANG DAN KESELAMATAN AWAM

2004-2007 KEMAJUAN: MENJADIKAN POLIS LEBIH DINAMIK

Undang-Undang dan Keselamatan Awam
Menubuhkan Suruhanjaya Diraja bagi penambahbaikan operasi dan pengurusan polis, membawa kepada pelaksanaan lebih 85 peratus cadangan yang dibuat.

Meningkatkan gaji anggota polis dan angkatan tentera sebanyak sembilan hingga 42 peratus.

Menggandakan peruntukan pembangunan pasukan polis kepada RM3.8 bilion dalam Rancangan Malaysia Ke-9 di samping menambah peruntukan RM5 bilion melalui Inisiatif Pembiayaan Swasta (PFI) bagi tujuan memoden dan melengkapkan pasukan polis.

Menambah bilangan pengambilan anggota polis, melantik semua polis yang baru mencapai usia bersara, membangunkan lebih banyak balai polis dan meluaskan penggunaan CCTV.

Melancarkan usaha pengawasan dan operasi polis secara lebih intensif di Kuala Lumpur, Selangor, Pulau Pinang, Lembah Kinta dan Wilayah Pembangunan Iskandar.

Menubuhkan suruhanjaya bebas bagi menangani kebimbangan rakyat berkenaan pemeriksaan fizikal yang dilakukan oleh polis.

Meningkatkan kesedaran serta penguatkuasaan di kalangan pengguna jalan raya yang berhasil mengurangkan kecederaan dan kematian akibat kemalangan jalan raya.


IKRAR

Mengurangkan indeks jenayah negara.

Menangani penyalahgunaan dadah dan lain-lain gejala sosial.

Menangani isu pendatang asing tanpa izin.

Menambah 60,000 anggota polis menjelang tahun 2001.

Membina 150 balai dan pangkalan rondaan bagi meningkatkan kehadiran polis dalam kawasan setempat.

Meningkatkan keselamatan di sekolah-sekolah, taman-taman permainan dan tempat-tempat awam.

Meningkatkan usaha kepolisan dalam masyarakat melalui kerjasama dengan organisasi bukan kerajaan (NGO), sektor swasta dan masyarakat setempat.

Menaiktaraf teknologi komunikasi, peralatan senjata, kenderaan, alat bantuan teknikal serta program-program latihan pasukan polis.

Memberi fokus sumber dan operasi di kawasan-kawasan cenderung jenayah di serata negara.

Menyusun semula persempadanan daerah polis agar lebih sepadan antara sumber polis dan keperluan keselamatan masyarakat setempat.


BARISAN NASIONAL KERAJAAN YANG PRIHATIN



2004-2007: MERINGANKAN BEBAN KENAIKAN HARGA BARANG

Membelanjakan RM16.2 bilion untuk subsidi petrol, diesel dan gas serta RM18 bilion bagi mengekalkan harga rendah bekalan gas kepada industri dan penjanaan elektrik (2007).

Membelanjakan RM9.2 bilion untuk pelbagai subsidi lain antaranya merangkumi baja, tol hinggalah kepada baucer tuisyen (2007).

Membelanjakan RM331 juta untuk subsidi tarif elektrik pada tahun 2006 dan 2007.

Mengekalkan kawalan harga barang keperluan asas.

Memansuhkan yuran peperiksaan dan sekolah.

Meluaskan Skim Pinjaman Buku Teks kepada semua pelajar sekolah rendah dan menengah.

Mengekalkan bayaran perkhidmatan klinik kerajaan pada kadar RM1.

Membina lebih banyak rumah kos rendah; mengekalkan sewa pada kadar RM100-RM300 sebulan.

Mengurangkan kos membeli rumah sehingga RM2,000 dengan memotong duti setem.

Menurunkan kadar cukai jalan.



MENINGKATKAN PENDAPATAN BERSIH

Menaikkan gaji dan elaun sara hidup (COLA) kakitangan awam, polis dan tentera yang kesemuanya berjumlah RM8 bilion.

Menaikkan elaun khas sehingga RM1,500 untuk guru-guru dan pembantu guru yang berkhidmat di luar bandar berjumlah RM187 juta setahun.

Dividen lebih tinggi daripada Kumpulan Simpanan Pekerja/Bank Rakyat/Lembaga Tabung Angkatan Tentera/Permodalan Nasional Berhad hasil usaha pengukuhan Syarikat Berkaitan Kerajaan (GLC) dan ekonomi yang memberangsangkan.

Pengecualian cukai bagi pembelian buku ditingkatkan dari RM700 ke RM1,000 setahun.

Memberi pengecualian cukai sehingga RM4,000 untuk setiap anak yang belajar di institusi pengajian tinggi.


MEMASTIKAN TIADA YANG TERPINGGIR

Memperuntukan elaun bulanan sekolah untuk 1.5 juta pelajar yang layak diberi bantuan.

Menaikkan kadar maksimum bantuan bulanan dari RM350 ke RM450 bagi setiap keluarga miskin.

Menganugerahkan biasiswa secara automatik kepada pelajar yang mencapai keputusan cemerlang SPM daripada kalangan keluarga berpendapatan kurang dari RM1,500 sebulan untuk meneruskan pengajian di peringkat tinggi.

Menggandakan elaun bulanan pelajar kurang upaya dari RM25 kepada RM50.

Menaikkan elaun bulanan pekerja kurang upaya dari RM200 ke RM300.

Memberi pengecualian cukai sebanyak RM5,000 untuk setiap anak kurang upaya.

Menaikkan paras pengecualian cukai untuk pembayar cukai kurang upaya dari RM5,000 kepada RM6,000.

Mengeluarkan tambahan bon sebanyak RM2 bilion untuk pesara.

Mengeluarkan bon Merdeka sebanyak RM1.75 bilion untuk pesara.

Membuat bayaran saguhati antara RM200 ke RM400 kepada 542,000 pesara.

Menaikkan bantuan bulanan warga tua dari RM135 ke RM200.


PERKHIDMATAN AWAM

2004-2007: KEMAJUAN: Bergerak Menuju Tahap Global


-Pemulangan automatik untuk lebihan bayaran cukai pendapatan; pemulangan dibayar dalam tempoh 14-30 hari kepada penyerahan cukai yang dibuat secara online.

-Pasport dikeluarkan dalam masa tiga jam di cawangan-cawangan utama Jabatan Imigresen.

-MyKad dikeluarkan dalam masa 24 jam di cawangan-cawangan utama Jabatan Pendaftaran Negara (JPN).

-Lebih 70 peratus daripada kes-kes tertunggak diselesaikan melalui pembentukan pasukan khas ‘flying squad’.

-Mengurangkan masa yang diambil untuk membayar kontraktor dan pembekal Kerajaan kepada 14 hari.

-Menetapkan masa satu jam bagi pendaftaran perniagaan dan 15 minit bagi pembaharuan pendaftaran perniagaan.

-Mewujudkan Pusat-Pusat Setempat di pejabat pihak berkuasa tempatan bagi mengurangkan tempoh masa kelulusan pelan bangunan.

-Menggantikan Perakuan Kelayakan Menduduki (CFO) dengan Perakuan Siap dan Pematuhan (CCC) yang dikeluarkan oleh Pihak Swasta.

-Mewujudkan PEMUDAH, satu pasukan petugas khas awam-swasta bagi mengurangkan kos menjalankan perniagaan di Malaysia.

-Menaikkan gaji anggota perkhidmatan awam; memperkenalkan semula elaun kos sara hidup; dan memperuntukkan lebih RM6 billion untuk kuarters kerajaan.


IKRAR

-Mempercepatkan pelaksanaan inisiatif e-Kerajaan.

-Merekayasa semua pejabat tanah dan daerah.

-Mempercepatkan pengeluaran lesen dan permit.

-Memperkenalkan sistem penilaian pihak berkuasa tempatan untuk mempertingkatkan prestasi.

-Kenaikan pangkat, ganjaran dan penalti anggota perkhidmatan awam diasaskan kepada pencapaian sasaran prestasi kerja.

-Meningkatkan kepelbagaian etnik dalam perkhidmatan awam.

-Menginstitusi agensi kerajaan dengan budaya mengambil tindakan dan memberi maklum balas dalam tempoh 3-7 hari bagi semua aduan dan pertanyaan awam.

MEMBANTERAS RASUAH DAN MENINGKATKAN URUSTADBIR

2004-2007: KEMAJUAN : MENCIPTA INSTITUSI KELAS PERTAMA.


-Meningkatkan kesedaran awam tentang usaha memerangi rasuah yang mendorong peningkatan 25 peratus jumlah laporan yang dibuat (2003-2007).

-Meningkatkan 72 peratus jumlah tangkapan kes-kes berkaitan rasuah, dari 318 (2003) kepada 546 tangkapan (2007).

-Meningkatkan kadar sabitan kes-kes berkaitan rasuah dari 50 peratus (2004) kepada 74% (2007).

-Menggandakan bajet operasi Badan Pencegah Rasuah (BPR) kepada RM154 juta, dan memperuntukkan RM372 juta bagi tujuan pembangunan di dalam Rancangan Malaysia Ke-9.

-Mempertingkatkan bilangan pegawai BPR termasuk golongan pakar seperti juruaudit forensik, serta membangunkan Akademi BPR.

-Melancarkan Pelan Integriti Nasional (PIN) dan menubuhkan Institut Integriti Malaysia.

-Menubuhkan serta memantapkan lapan Jawatankuasa Parlimen bagi meningkatkan ‘check-and-balance’.

-Meningkatkan ketelusan dan akauntabiliti dalam Laporan Tahunan Ketua Audit Negara.

-Membentuk Suruhanjaya Siasatan untuk menyiasat klip video berkaitan dakwaan campur tangan dalam pelantikan hakim.


IKRAR

-Meneruskan usaha memerangi rasuah tanpa gentar atau pilih kasih.

-Memperkukuhkan pemantauan dan penguatkuasaan oleh BPR, Kastam Diraja Malaysia, Lembaga Hasil Dalam Negeri, dan Pihak Berkuasa Tempatan (PBT).

-Menubuhkan satu Suruhanjaya Aduan Khas bagi menangani aduan berhubung salah laku agensi penguatkuasa.

-Meneruskan usaha memupuk budaya integriti dan tahap etika yang tinggi melalui Pelan Integriti Nasional.


AGAMA DAN PERPADUAN

If my memory serves me right, the RM9 billion that you mentioned was "lost" during Mahathir's tenure as PM. And was it not Mahathir who "rewarded" Mohd Nor Yackop with a ministerial position thereafter?

I am curious.... why wasn't Mahathir castigated? Don't get me wrong... I think Badawi is useless, but he is only leading by the example that was set by his predecessor. Hmmmm.... I wonder why all the silence now.

Criticm must be levelled, with, at least a semblence of fairness. By all means go ahead and whack Badawi. But there is little difference between him and Mahathir.

Ok.... Maybe I am wrong... Mahathir slept less I suppose.

just like the Soc Gen trader, do you seriously think that all the bosses do not know what is happening. They are probably the master with the trader being the fall guy......

So again we need to be objective and fair in our criticism. Even Anwar is not as what he claims. granted he has been a victim but he was also part of the same machinery before. Just my 2 sen worth.......

Samy is a Teflon Fat Cat with 9 Lives who can Fly through the Air in Sungei Siput. We need Rambo

Move aside, Sylvester Stallone. As an aging Rambo at 61 all pumped up with growth hormones, you are not anywhere near our much admired Teflon Fat Cat, Samy Vellu. Our ‘adored’ wily cat may be 72 years old - he may look and sound old, but he is fitted with wings by Godfather Pak Lah to fly through air.

Nevermind if he rambles incoherently sometimes; it is his uncanny ability to deliver the Indian votes to Barisan that continues to make him such a reliable coalition trademark to have in the cabinet. And I am not talking of the kitchen cabinet, but the Malaysian Cabinet! In this cabinet this Fat Cat has outlasted 4 changes of furniture, 3 Prime Ministers, Zakaria Deros of Klang and the ‘close-one-eye MP’ from Melaka. We don’t call him a Teflon Fat Cat for nothing, Rambo!

Samy will again debut in his ninth movie, ‘ Die Harder Siput 9’ on March 8th in his favorite hideaway, Sungei Siput - God’s little green acre for a prancing cat. Here, this sturdy old cat can ‘meow-meow’ for a few more lifetime to come. And should an Indian God favor him – he has since stopped pulling down temples - he will still be around kicking dust up the nose of his enemies; even when you are 64, Rambo. Why? Because this smooth-talking Fat Cat is armored like a Tiger tank, triple-ply teflon-coated and armed with two iron balls, with wings like the American Baldhead Eagle. Being hairless is no liability, for it only makes it easier for him to glide through air to Sungei Siput given less wind resistance.

Fat Cat has been MIC President and Cabinet Minister for 29 years. He has brought down more Indian enemies with his silvery tongue than you have with your M 16s. At an age many may call you a grandfather, Rambo, our adored fat Cat - bald and half stumbling - can still summon more firepower from his numinous tongue than you can with all your knives, arrows and guns. Your brimming muscles are no match for his thick, wily tongue, seemingly the biggest muscle in his body. One small blast from this tongue - you’ll be gasping for air. Thousands have fallen to the ground when he opens his mouth; in his homeground of Sungei Siput, he is not stoppable, not even with silver bullets. Just listen what he yelled to reporters last week in every daily and you’ll tremble. He was quoted saying, “An army can come but I know how to fight it out. I will defend woh foong (Cantonese for Sungei Siput).” With Samy, you don’t play, play, Rambo. He takes no prisoners for when Samy speaks, a roar of thunder will come out from his mouth and bolts of lightning from his arse.

So Sylvester, you think if you produce four films as Rambo over twenty years, you can lay claim to the title of a ‘legendary hero’? Our Fat Cat has survived 8 battles in Sungei Siput and don’t even have a scar to show - not even a scratch to his teflon-coated skin and never once dropped a hair. What I tell you Rambo, you will find it hard to believe but this Fat Cat has held this territory without being nicked even once since 1974. Even more astounding is that he does not have to tear off his shirt like you do halfway through a movie to show his stomach to win. Bullets may be intended for him, but they always fly past him and hit another Indian behind. Such is his invincibility - when you see him on screen, Rambo, you’ll jump up the seat in absolute amazement and choke on dentures.

The Sun on February 21 had on its front page this headline: “MIC goes for new blood.” It went on to put in plain words that Samy is getting rid of 13 of the present incumbents for the state assembly seats because they have outlived their purpose. Samy says he has dropped Tan Sri Dr K.S Nijhar. Why? Nijhar is neither young nor old; worse he cannot meow like a Fat Cat. Samy may be old but only Samy is teflon –coated; only Samy has wings and only Samy can mesmerize Indians with gangster-like incantations, so that these small Indian cats will return again and again to eat from his paws. Ever since Maika’s misadventure in 1993, Fat Cat has a fistful of dollars, so he is ever happy to dole out to other smaller-sized cats that meows like him. One must learn how to meow in unison with Fat Cat or else you are rat meat.

Rambo you are a loner; Fat Cat has a gang. When you fight Rambo, you fight mostly alone. Fat Cat stretches out his paws and allows all the other smaller cats to fight, as if they are children squealing in Michael Jackson’s bedroom. Fat Cat watches and watches and smirks but it is others who get screwed, never Fat Cat.

When our powerful Fat Cat lifts up his paws, a thousand beguiled Indians will fall down at his knees and run ahead to take the bullets for him in any battle. Small wonder in Sungei Siput, Samy is like a kind of Indian God re-incarnated. That’s because he has the full support of everybody in Sungai Siput - he has built Tamil, Chinese and Malay schools, hospitals and community colleges. He has given every UMNO lapdog a kennel. He has fed every stray MIC cat a couple of good meals. He has ensured that every MCA ‘tai-koh’ can win a small lottery without buying one. More important, he has resisted building tolls there as he is understanding and gentle-hearted on the pockets of local residents, to which he affectionately calls ‘my siputs’. And he builds this fortress of his in Sungei Siput with only his bare paws, like a cat digging a shit-hole, never ever once pushing and pawing money around. That’s why after 8 elections, no other cat can mosey along the grounds of Sungei Siput without being neutered. Our Fat Cat rules in Sungei Siput simply because he is an unstoppable project-teaser with iron balls. You – Rambo, never build anything except latrines in the jungle.

And how does our Fat Cat do it, winning over and over again at every battle, Rambo? The secret is closely guarded, but he has an army of God-fearing Indians who are primed to poke razor-sharp skewers on their backs to pull his golden chariot anytime at his behest. It is now no more a secret, but thanks to Fat Cat, 950,000 Indians did infact turn up for the Thaipusam celebrations last month in Batu Caves. In this irksome battle with Hindraf, Fat Cat was very watchful of “naughty people”, who he claimed, armed with SMSes, were calling his army of Indian warriors not to turn up for the Thaipusam celebrations this year. But Fat Cat was so confident that he was quick to add that “I don’t think those people who want to pray to Lord Muruga will listen to the naughty people who sent the SMSes.”

What’s more, he was even more astute to also claim the day before Lord Muruga was due that “more than a million people are expected to be here but they will come at different times.” So you see, actually 950,000 people went to Batu Caves the night before but you cannot see most of them as they came out at different times. Honestly, I searched all the photos available but saw few Indians, so Fat Cat must be right, they must be coming out at different times.

Are there any other reason why all the Indians were invisible? What really happened to his legion of ardent supporters with whom I could not spot? A little bird flew up to me and whispered to me the other little known secret. This time around - because of the threat from the indomitable Hindraf - Fat Cat was careful to rub each Indian with the invisible ink that the Election Chairman pimped for him. That’s what made 950,000 Indians totally invisible, even under the bright street lights of Batu Caves. Then again, even less known is the fact that every Indian was instantly belly-filled when rubbed with this invisible ink because the ink is like manna from heaven. Although only 20,000 packets of free food were prepared this year, 950,000 Indians did battle for Samy on an empty stomach. They needn’t eat. The caretaker was so pleased with the savings this year that he threw all the leftovers onto the roadside as offerings for Lord Murugu, in addition to coconuts, so Fat Cat was doubly blessed. See, our Fat Cat can make other cats invisible and because if they are invisible they don’t need to eat – such is the might of the magic from our very own Samy Vellu. Can you stick barbeque skewers in your back, pull a chariot for a day and not eat? Bet you can’t, Rambo.

Even more astounding is how long these invincible inks can last. At the gathering in the Cheras Badminton Stadium on Jan 20 for MIC members to pledge their support to Pak Lah, another army of 15,000 invisible Indians turn up. Since the stadium could only accommodate about 8,000 at most, he got the rest of the 7,000 Indians to stand up on the heads of other Indians so that Pak Lah could see that all the Indians are all standing up roof high for him. You could not see because they were all rubbed with invisible ink. This type of illusion, Rambo, you cannot create, not even in your sleep.

Still, a week before that gathering there were rumors going around in the blogs that Fat Cat would pay $1,000 to anyone who could fill up a car of Indians and bring them to the stadium. It is all rubbish of course. Fat Cat is Fat Cat and he will tell you these allegations are absolutely untrue as he will not pay so little if he had to. Just you listen to what he said when the reporters asked him about Hindraf: “These fellows are madly doing things. We are fighting…many people thought that if they keep supporting them (Hindraf) they might get RM1 million. …I can also say it if you support me I can give you RM 2million…”

So Rambo, my Fat Cat is not used to talking small money; he talks big, big money. If your English is not so good, you may not understand what he really meant. What he could have meant was if Hindraf can get the Queen of England to pay every Indian RM 1 million, he can give every Indian RM 2 million. When I read the news report to my wife, she asked me to quickly darken my skin, change my name and report to General Samy in Sungei Siput immediately.

She was also quick to admonish,“ bow down and kiss his hands as you approach him but don’t bend so low as to embarrass him.”

“Don’t bend so low? “Why?”

She rebutted: “ so that he will also not bend so low to receive you and drop his toupee.”

I said, “got toupee, meh? I thought it was hair transplant he got in the 1990s and each and every hair is real?”

She replied,“ He is teflon three-ply coated. He’s got such a strong resolve in his head, it is actually prick proof. Hairs cannot be stitched in because his thick skin cannot be penetrated. The best he can do each morning is put a patch on, squeeze some UHU in-between and pray it is not windy when he steps out of the house.”

This is something you cannot do Rambo. You have too much hair. You are frighteningly hairy. But Fat cat is bald frighteningly.

No yarn about Fat Cat can be complete without restating that his most dangerous enemy today is without doubt Hindraf. In New Dehli, a blurred ‘sotong’ reporter, A Letchumanan asked Samy about the threat from Hindraf. Fat Cat was quick to point out that Hindraf “is not a registered body or a union… we don’t go to the streets to demonstrate…a demonstration by 10,000 people does not mean the country faced unrest. Unrest means the whole community getting together and causing problems. This is not happening”. You see Rambo, 10,000 Indians do not make a summer. But 950,000 invisible ones can cause a winter.

Then back in Kuala Lumpur last Saturday, Hindraf supporters blocked his car in Prai and nobody understood why. Fat Cat claimed they only “ asked me to tell Prime Minister Datuk Seri Abdullah to release the 180 people detained for taking part in the illegal assembly in Kuala Lumpur. They did not talk anything about politics. This does not indicate that they hate me.”

Of course they don’t hate you. They are only out there to mob an Indian star from Bollywood and want a strand of your toupee for remembrance. The next time, bring a spare.

Even more bewildering is that by his own admission Fat Cat claims that the enemy exists only because of him. On the front page of the Sun on Thursday Feb 21, Fat Cat was reported to have said that “Hindraf is because of me, everything they do is because of me. Only because of me everything has happened in this country.” Now you can claim anything you like, Rambo. You can claim you bombed 10 villages and shot down or arrowed 300 somnolent soldiers in any movie. But you cannot claim to invent the enemy. Only Fat Cat can.

Still, there was another conflicting report out of the STAR on February 20. Fat Cat was reported to have said that “if the Indian community decided that they did not want him he was prepared to go even now.” He said, “ I am prepared but that decision must be made by the Indian community and not by outsiders because I represent the Indians in the government.”

With that statement, even I was totally stumped, Rambo. For none of the constituencies MIC is contesting – including Sungei Siput – has a clear Indian majority. So if Samy loses in Sungei Siput, will this teflon wily old cat turn around and say actually all the Indians voted for him but the non-Indians did not and that’s why he lost? Truly an amazing story I tell you, Rambo. Your Rambo sagas all have no twist at the end. The kind of story twist Fat Cat can conjure, he can be a top dog writer in Bollywood after his retirement.

Finally, Fat Cat said that he would hand the party to his deputy when the time comes. “ I will give way at the opportune time. If I leave the party now, the party will be in disarray. It is not that I wish to go on for another 100 years. Everyone has a time to go.”

Too bad, Datuk G Palanivel. He has no wish to go on for another 100 years; nay not even 50 years; nay not even 25 years, just 10 more years will do. By then Rambo, you will be 71 but Fat Cat will only be 82.

You’ll be slow, haggard and probably crabby. But Fat Cat will still be prancing around his delicate paws and purring his soft meow meows to another Prime Minister, long after your growth hormones have ceased to work and you turn bald.

Fat Cat? He’s never bald. Have toupee, will fight.
